Ulcinj, Montenegro: The Hidden Gem You Need to Visit (Budget Guide)

Why Ulcinj Should Top Your Montenegro Travel List

When most travelers think of Montenegro, Kotor and Budva usually steal the spotlight. But having just returned from a 4-day adventure across this beautiful Balkan country, I can confidently say Ulcinj deserves your attention – especially if you’re traveling on a budget!

As someone who’s always hunting for affordable yet incredible destinations, Ulcinj delivered beyond my expectations. This coastal town offers a perfect blend of history, culture, stunning beaches, and authentic experiences without the hefty price tag of Montenegro’s more famous destinations.

Getting to Ulcinj

My journey began in Podgorica, Montenegro’s capital, where I spent my first night. After breakfast the next morning, I headed toward Lake Skadar for a quick boat ride, made a pit stop in Bar, and finally arrived in Ulcinj for lunch. The entire route is well-connected by public buses, making it accessible for budget travelers.

Pro tip: Bus tickets from Podgorica to Ulcinj cost around €6-8, significantly cheaper than taking taxis or organized tours!

Top Places to See in Ulcinj (That Won’t Break the Bank)

1. Ulcinj Old Town (Stari Grad)

The crown jewel of Ulcinj is undoubtedly its Old Town, perched dramatically on a rocky peninsula overlooking the Adriatic Sea. Dating back to the 5th century BC, this ancient fortress town tells stories of Illyrian tribes, Ottoman rule, and even pirate raids!

Budget tip: Exploring the Old Town is completely free! I spent hours wandering the narrow cobblestone streets, admiring the ancient architecture, and soaking in breathtaking views of the coastline below.

Don’t miss the Small Beach (Mala Plaža) right below the Old Town – a perfect spot to cool off after exploring the historic streets above.

2. Long Beach (Velika Plaža)

This 13km stretch of sandy beach is one of Europe’s longest undeveloped beaches, and it’s absolutely stunning! Unlike the crowded beaches of other Mediterranean destinations, Velika Plaža offers plenty of space to relax without paying for expensive loungers.

Budget tip: While some sections have beach clubs charging for umbrellas and chairs, there are plenty of free areas where you can bring your own towel and enjoy the same beautiful sea and sand!

The shallow water makes it perfect for families, and if you’re into water sports, this is one of the most affordable places in Europe to try kitesurfing.

3. Valdanos Bay & Olive Grove

Just a short local bus ride from Ulcinj center (€1.50 each way), Valdanos Bay features a gorgeous pebble beach surrounded by over 18,000 ancient olive trees, some over 2,000 years old!

Budget tip: Pack a picnic lunch from the local market (more on that below) and spend a day here swimming in the crystal-clear water and walking through the historical olive groves – a perfect day out for less than €5.

4. Ada Bojana

This triangular island at the mouth of Bojana River offers a unique ecosystem where the river meets the sea. It’s famous for its unspoiled nature and beautiful river delta.

Budget tip: While some areas require entrance fees, you can visit the public beaches for free. A local bus from Ulcinj center costs just €2 each way.

Where to Eat in Ulcinj on a Budget

Montenegro is a paradise for food lovers, and Ulcinj offers some of the most affordable yet delicious meals I’ve found in the Balkans:

1. Restaurant Antigona

Located in the heart of the Old Town, this family-run restaurant serves authentic Montenegrin dishes at reasonable prices. Their grilled fish and seafood platters are caught fresh daily and cost half what you’d pay in Budva or Kotor!

Budget tip: Order the daily special for the best value – I got a complete meal with fresh fish, sides, and salad for just €7.

2. Fisherman’s Settlement (Kaliman)

This area near the small harbor offers several modest restaurants where local fishermen bring their daily catch. The seafood doesn’t get fresher than this!

Budget tip: Visit during lunch hours (12-3pm) when many places offer reduced-price menus for around €5-6.

3. Green Market (Zelena Pijaca)

For ultra-budget travelers, the local green market is a treasure trove of fresh produce, local cheeses, and baked goods at incredible prices. I frequently assembled picnic lunches here for under €3!

Budget tip: Visit just before closing time (around 1-2pm) when vendors often reduce prices to sell remaining items.

Where to Stay in Ulcinj Without Breaking the Bank

Ulcinj offers excellent value accommodation compared to other Montenegrin coastal towns:

1. Guesthouses in the Old Town

I stayed at a family-run guesthouse in the Old Town for just €20/night in shoulder season (May), which included a simple breakfast and million-dollar views of the Adriatic!

Budget tip: Book directly with guesthouses instead of through major booking sites to avoid commission fees. Many places offer 10-15% discounts for direct bookings.

2. Apartments Near Long Beach

Self-catering apartments around Velika Plaža offer excellent value, especially for groups. Many include kitchenettes, allowing you to cook some meals and save on restaurant costs.

Budget tip: Prices drop significantly (30-40%) outside July-August peak season.

Getting Around Ulcinj on a Budget

Ulcinj is wonderfully compact and walkable, especially around the Old Town and city center.

Budget tip: Local buses connect the main attractions like Long Beach and Ada Bojana for €1-2 per ride. For destinations without bus connections, consider finding other travelers to share taxi costs.

Budget-Friendly Activities in Ulcinj

  1. Free Walking Tour – Check with your accommodation about informal walking tours often organized by locals eager to share their town’s history.
  2. Beach Hopping – With dozens of beaches ranging from sandy stretches to hidden coves, you could spend days exploring different swimming spots without spending a dime.
  3. Hiking – The trails along the coast offer spectacular views and don’t cost anything to access.
  4. Sunset at the Old Town Walls – One of my favorite memories was watching the sunset from the ancient fortress walls – a breathtaking experience that costs absolutely nothing!

Best Time to Visit for Budget Travelers

While summer (June-August) offers the warmest weather, prices rise significantly during this peak season. I visited in early May and enjoyed perfect weather for sightseeing (20-25°C), warm enough water for swimming, and significantly lower prices on accommodation and food.

Budget tip: May, September and early October offer the perfect balance of good weather, warm sea, and low-season prices!

The Muslim-Friendly Aspect of Ulcinj

What makes Ulcinj particularly special is its unique history as a town with strong Islamic heritage. Ulcinj has the highest percentage of Muslim population in Montenegro, which means:

  • Multiple mosques you can visit, including the beautiful Namazgjah Mosque
  • Abundant halal food options throughout the town
  • A generally conservative atmosphere compared to other beach destinations
  • No pressure to participate in alcohol-centered activities

This makes Ulcinj an excellent choice for Muslim travelers looking for a comfortable European beach destination where their dietary and cultural needs are easily accommodated.

Final Thoughts

Ulcinj offers everything a budget traveler could want: stunning beaches, rich history, delicious affordable food, and authentic cultural experiences – all without the crowds and high prices of more famous destinations.

My 4-day Montenegro trip culminating in Ulcinj was one of the most rewarding budget travel experiences I’ve had in Europe. For roughly €30-40 per day (including accommodation, food, and activities), I enjoyed what would easily cost triple in Western European beach destinations.

If you’re planning a trip to the Balkans and want to experience the Montenegrin coast without emptying your wallet, put Ulcinj at the top of your list!
